Meade County native Commander Joe Holt was recently installed as the Commanding Office of the Fleet Reediness Center during a ceremony at the Naval Air Facility in Atsugi, Japan Commander Joseph “Joe Dirt” Holt was born at Portsmouth Naval Hospital, VA, and claims Guston, KY home where he is a 2001 graduate of Eastern Kentucky University. He enlisted in the United States Air Force in 1995 with tours of duty in Missouri, Alaska, and Kentucky attaining the rank of Staff Sergeant. In 2001, he earned his commission via Officer Candidate School at NAS Pensacola, FL. He holds a Master of Arts in Military Studies (2004) and Master of Business Administration (w/Honors) in Transportation and Logistics (2008) from the American Military University and holds a Master of Arts in Religion (2017) from Liberty University. In 2014, he was designated an Acquisition Corps member and currently holds an Advanced Certification in Program Management, Practitioner Certification in Engineering & Technical Management, and Foundational Certification in Life Cycle Logistics. His operational assignments include tours as Aircraft Intermediate Maintenance Department (AIMD) IM-4/IM-5 division officer on board USS Kitty Hawk (CV 63), maintenance officer (MO)/ assistant maintenance officer (AMO)/maintenance material control officer (MMCO) Airborne Early Warning Squadron (VAW) 125, and MO/AMO Electronic Attack Squadron (VAQ) 141. During these tours, he participated in Operations Southern Watch, Enduring Freedom, Iraqi Freedom, and Unified Response. His shore tours include AMO/MMCO Helicopter Anti-Submarine Light Squadron (HSL) 49 and MO/AMO in Fleet Logistics Support Squadron (VRC) 40. He also completed a year-long Individual Augmentee (IA) tour to Bagram AFB, Afghanistan in support of Combined Joint Interagency Task Force (CJIATF) 435 Legal Operations Directorate. His acquisition tours include assistant deputy program manager Target Mission Support Systems and Integrated Program Team Lead (IPTL) Full Scale Aerial Targets in Aerial Target and Decoy Systems Program Office (PMA) 208 and program integrator (PI) F/A-18 Infrared Search and Tracking (IRST), PI USAF Advanced Pilot Trainer T-7A program and executive officer (XO) Defense Contract Management Agency (DCMA) Boeing St. Louis. He completed a short staff tour aboard Commander, Fleet Readiness Centers (COMFRC) as the Production Fixed Wing Military Director before being selected for command on the 2020 NAVAIR Aviation Acquisition Shore Command Slate. In February of 2021, Commander Holt reported to FRC WESTPAC as the Executive Officer until he took command in June 2022. He has earned his Professional Aviation Maintenance Officer Wings and has been awarded the Defense Meritorious Service Medal (two awards), Meritorious Service Medal, Navy/Marine Corps Commendation Medal (four awards), Joint Service Achievement Medal, Navy/Marine Corps Achievement Medal (four awards), Air Force Achievement Medal, and various unit and campaign awards. Commander Holt is married to JoyBeth (DeWitt) Holt of Garrett, Kentucky and they have three daughters: Lorelei, Jillian, and Ellee.
